I. Overview
A. Development
The Director of Emergency Management, in coordination with the review of the University Emergency Management Group and approval of the University Administrative Council, creates and maintains the University's Emergency Action Plan. The University Emergency Action Plan is a campus-level plan that guides the emergency response of Georgia State University personnel and resources during a major disaster or event that threatens life safety or daily operations. This plan is the official Emergency Operations Plan for Georgia State University and supersedes all previous University Crisis or Disaster Management Plans. This plan complies with the Emergency Response Organization created by the Emergency Management Policy (dated February 6, 2008). Nothing in this plan shall be construed in a manner that limits the use of good judgment and common sense in matters not foreseen or covered by the elements of the plan or any appendices.

This plan sets forth the operational fundamentals that will be used to manage response and recovery activities in the event of a disaster or emergency at Georgia State Univeristy.

B. Authority
The University Emergency Action Plan is promulgated under the authority of the President and Provost.

C. Purpose
The purpose of the Georgia State University Emergency Action Plan (EAP) is to establish the operational and logistical procedures necessary to respond to, and recover from, a significant emergency event in a timely and organized fashion. The University EAP also serves as the baseline by which all Unit Emergency Action Plans are developed.

This plan and organization shall be subordinate to State and Federal plans during a disaster declaration by those authorities.
